What had to be done?

The Careers and Occupational Information Centre, part of the Department for Children, Schools and Families, has one of the most comprehensive databases of information available. The business need was to share this information widely, but there was no money available to support the initiative.
 

What our consultants did....  

 
  • designed and delivered an innovative  PFI/ PPP style arrangement - a self-financing deal -  to enable the information database (owned by the Crown) to be sold throughout the UK and abroad;

  • engage and build a supply market with the necessary mixture of educational publishing and technology capability;

  • develop the procurement strategy to reflect that there was no budget to spend on the service;        

  • manage the procurement process, engaging the existing customers and content providers throughout the selection process;

  • negotiate the deal  - including the licence to publish the Crown material and its commercial exploitation in lieu of service payment; 

  • develop the strategy for, and hand-over of, the contract management to the business team.   



How this helped...    

 

  • the information was shared widely, at no cost to the tax-payer; while

  • the IPR for the information was successfully retained by the Crown.
